The device that was designed for 12V power supply should be powered by 12V, not 220V.
A device that is powered by a 220V network cannot be powered from 110V or from 380V, if the device has a universal power supply and was specially designed to supply 110V and 220V, then such a device can be considered standard for one or another power supply.
The same applies to digital inputs, voltage and current measuring circuits.
